Shishio Makoto used to be assassin like Kenshin. But, the goverment betrayed him, burnt him alive to leave discredit to the new era. Now, he's gather more power to revolt. The new government is hopeless that they decide to ask Kenshin for help. Kaoru is really against this idea. She's afraid Kenshin would fall into killing people once again. But, it seems like he's the only who can stop the mad man. Thus, Kenshin travels to Kyoto, Shishio's base.
Well, this movie is the first part of two. Following the success of its first movie, Otomo Keishi once again brings scenes full of stars.
The challenge of making liveaction movie lies on the hope of fans. As far as I know, this is quite satisfying. Personally, I enjoy this Shishio's story (Tatsuya makes him much more psychopathic, though). To be honest, I don't quite remember this Shishio's past, because I watched the anime years ago.
