On his way to capture a murder suspect, Ushio, Inspector Natsuhara is being sabotaged by mysterious people from Public Affair Department. He's mad, but suddenly transferred to the notorious unit to work with cold person called Serada Soma. Serada would do anything to incites information about terror potency, even though he'll endanger his informant.
Serada believes Ushio feeds the international terrorists fake identities. But, Ushio is killed when trying to contact his clients. Serada, then, proposes to use a woman closed to vein's researcher. He predicts that terrorist will contact the researcher to use his work. Natsuhara is against the method because it's too dangerous for the informant, but Serada will do anything to protect this country.
For an action show, it lacks of action scenes. The Public Affair Dept members only sit in front of the screen, waiting for the informant to act. They're not so cool, ha? There's more drama than we need, showing how much Natsuhara suffers from the loss of his girlfriend.
